I haven’t heard a single thing about Eloika. I grew up near this lake and it is great for bass and crappie. The 2 biggest bass of my life came from there. At the public access off of Oregon road, (not Jerry’s Landing) where the creek comes in is great for Brown Trout. I heard a guy a couple of years ago pulling his boat out and muttering “I’ll never come back here… all that’s in here is a bunch of weeds!” As a bass fisherman I just had to snicker….
I have only been there once this year, and all we got was a brown. Since moving into town I am not on that body of water 4 to 5 days a week like I used to be. About late July it’s pretty tough due to the massive amounts of weeds, but this is a great bass lake.
If you talk to Jerry at Jerry’s landing he will tell you the story of the 11 plus pound fish he found ½ eaten and dead wrapped up in some line with a dead waterdog in its mouth. Just check out the endless pictures on the wall of 7 and 8 pounders that have come out of there.

I think you answered your own question. THE WEEDS! they do make it hard to fish even for bass guys. But your right it does hold some lunkers. I went there a couple weeks ago and the weeds are already a nightmare. However I seen multiple spawning fish averaging at least 5 lbs. I think that this is a great lake right after ice off not many weeds at that time. I also hear this is a popular ice fishing spot in the winter.
