Rufus Woods Why?

Why do some of the big fish I see photos of from Rufus woods have their tails clipped. Does fish and game clip them before release? Or have the sea lions migrated that far up the Columbia?

The fish that are raised in the net pens are so crammed together that their tails and fins get worn down and knarly. They get pretty beat up till they escape and become free! :bounce:

Fish at the Net Pens, well others will have to help you there, I won't do that kind of fishing.
Too much water, so many fish, too little time.
