Chinook Handling rule??

As I am reading the regs. I come across the statement of "The Chinook handling rule" is in effect.
I am can't find anything that tells me what this means? It may be right in front of me.... but can someone clue me in on this?

Handling Rule: In Areas 5-13,
it is illegal to bring a wild SALMON or a species of
SALMON aboard a vessel if it is unlawful to retain
those SALMON. "Aboard a vessel" is defined as
inside the gunwale. Also see special handling rule
for Area 2-2 for Sept. 16-Nov. 30.I got this out the reg book hidden in small print amongst some hard to find things.It took me forever to find it a few months back.I hope it helps.

Sometimes you can't even take the fish out of the water. Your best to just lean over the side of the boat, pop the hook out with pliers instead of netting the fish, taking the hook out in the boat then realeasing it. That would cause too much harm to the fish..
