It is park land I believe, it is public fishing as I have fished there for years along with many others. To access the trail you have to walk into the park...
cool strider thanks for the info! question: there's like 3 tester roads on the map. the trail you mentioned, is it at the end of "old tester road" which forks off of "tester branch" road north of 522?

if you follow tester RD from Monroe towards the water it will follow 522. once you go under 522 you come to a T, take a left and go until you come to a gate and park. there will probably be car already parked before you get to the gate. Go through the gate, follow the road about twenty yards and look to the left for a trail into the tall grass, follow trail to the river, catch fish. Dick Nites
