open your thread

click on 'attach'

find the picture on your computer

select the picture

click on 'load' which is off to the right

If you want it to show up as a picture, and not a link... just make sure that you size it down to no larger than 200 Kb

I just bypass posting pics through upload and use www.photobucket.com for a direct link, then the pic can be any resolution.
