Got to the 65th St dock @ O'darkness, (0645), set up both poles with powerbait (green & sherbet) with poweregg (green/red/white) on 3'-5' leaders w/barrel sinkers. Had pretty much non-stop action but could not get the hook set, realistically, maybe 30%, not good. Interesting fishing in the cold,...other than my guides freezing up, when I brought a fish in, the water from the fish froze on the dock making it slippery, I almost bit it 2x. Also tried some lures, a couple hits with one brought up, Kastmaster/Krocodile/Vibrax, not happening, bottom fishing for sure this time out. Walked away with my 10, fun & frustrating, but that's why we always come back,...10"-16",....

Shrink your hook size. I get almost 100% hook ups when they hit it with a size 10. I switched to a size 8 in hopes of getting a bigger fish, and the percentage of hook-ups dropped by about 60%.
With lures, it's the opposite. I tried a micro lure 1/64th ounce steelie jig - the whole school was after it and I hooked up every time I cast but lost every one because the hook was too small to set.
I think the difference is the lures tend to hook them in the mouth/lip and the bait goes all the way down the gullet. The downside of bait is that to take the hook out means almost certain death for the fish, so you don't have an option of tossing old/small fish back.
