Don: Have you contacted anyone in the Midwest? Larry Ramsell, Betka from Research, etc?
Why re-invent the wheel? Muskies Inc. has a wealth of knowledge in this area and can help you with the needed legislation. I think it is great what you are doing, but as Ski has already said, lets keep it simple. Why not find out the blueprint and use the examples from MN. & WIS. to present your case. The MN. DNR has been in contact with the WDFW over the years.
