Never said they were better off, Sam. I'm just saying it isn't outside the realm of possibility. What an easy way to make money if they can pay someone minimum wage or anything at all...say, maybe an intern to sit at a desk and do the sifting.

It doesn't bother me when people call out the Asian people. I'm Asian. It's a fact that they usually are the ones yanking fish out. Although there is a politically correct term. 'Ignorant people'. My dad corrected me on that. :-#

If they wanted easy money, they could go head over to Beaver Lake and ticket some guys over there. Pine Lake! Well, Beaver now because Pine is closed and Beaver is a zoo because of that stocking. I saw a guy yesterday pulling out a garbage bag full of those huge bad tasting hatchery fish. Not really full, but it would be an understatement to say that it was over the limit.

It isn't a race issue, it's a character issue of lawlessness. Taking what you can when you know that no one is watching and enforcement is lax. It sucks that our little Otay game was big enough for the state to send notices, but poachers can rape the resources without accountability.

I'd be willing to bet the language barrier has something to do with parts of it. They might not speak or read well enough in english to read regulations and understand what they are being said when they get told by someone if they are breaking a rule...

Kinda makes me wonder why the WDFW doesn't offer the regs in languages other than English. I suppose if money was an issue they wouldn't, but you'd think with as many people who don't speak English, they would. That is obviously dependent upon reading them in the first place.

Hey I know this issue is a little old now but where exactly is the line drawn on fishing contests there are all kinds of fishing photo contests in magazines, online and even at your local tackle shops. Do they all have permits? I don't want to challenge WDFW on there decision to issue a warning. Just wondering what constitutes a fishing tourney/contest requiring permits? :-k

My guess would be that they were made aware of the "contest" by a disgruntled individual and had to act.

It seems that you could make these types of events be photo contests rather than fishing contest with a few minor changes.
