Hey lilray,
I live in Spokane and the bite is pretty good in the snake and clearwater rivers over her, but the fish all started over there. This site now has river reports too. The nisqually is good at different times, and over on the penisula the queets and quinalt are very famous. Steelhead are just plain bad boys to catch. Good Luck.

I caught a steelhead earlier (middle of Oct) fishing for Coho (silver) salmon in the Carbon river by where it goes into the Puyallup. I hear (and read) that they run mainly in Jan and Feb.
Look for Wannafish A Lure on FaceBook
He said, “Throw your net on the right side of the boat and you will find some.” When they did, they were unable to haul the net in because of the large number of fish.

For the hatchery run the carbon should be kicking out some decent numbers hatchery steelhead try drift-fishing eggs. You might also try jigs under a slip bobber tiped with a sandshrimp. you can also get em offof spoons or spinners. The key with steelhead is to keep whatever bait your useing right off the bottom.
