I am trying to sell my drift boat. Its time to upgrade! And I am throwing in a free guided trip/ rowing instruction

You need a title for the boat? I just assumed since it is non motorized (essentially) that no title would be needed for it.

If you take it in federal waters with a motor it has to be titled and licensed. Kinda dumb.

only if its 16ft or more and has more than a 9.9hp motor is what I read..

That's the State regs. Federal regs are bit more stringent and require just about any non-self propelled boat to be registered. Lake Washington, Lake Sammamish, Puget Sound and most rivers up to where the tide influences the flow are considered Navigable/Federal waters.

Yep ID goes by the Fed and anything with any motor has to be registered. WA will try and get anyone with a motor (IC) to register regardless of where you boat. They're pretty sure it will be in Fed waters at some point. If you buy a boat and motor at the same time the dealer will probably make you register so they don't get caught in the bind. We had to do it for our little sound boat and they had no idea where it was going to be used.
