How would you go about catching your own herring for bait?

You can catch them down at the piers, I know des moines pier people catch them. The best time to fish for them is at night, or so I have been told. You use those one deals that you buy and it comes w/ like 8 hooks on it. I cant remember what it was called, something like Sabi or Sabki rig. We were talking about the set up a few months back on this site. I was told that since you use them to fish for bait fish you are allowed to use more than 3 hooks, dont know if this is true or not. You are allowed 10 lbs of hearing.

Joes sells a bunch of herring rigs I know. Most good tackleshops will have a few rigs...

I was down at Seacrest docks last night trying for squid, and they were absolutely hauling out the herring. They were using the pre tied 9 hook rigs and pulling them in 5-6 at a time, filling up their buckets.
