You are correct, this is a diving sanctuary I believe, I don't think you can fish it...someone with the rules book could help me out here...I don't fish the sound anymore...too many regs, and not enough fish. I'm a fan of the open ocean, and Queen Charolette Sound...
I can make you a believer of the sound still being productive...

Queen Charlotte sound/islands are a lot of fun....

Yes I use a 3 oz lead head jig with a curly tail grub. White, black, motor oil, all work. I can't remember the name of the jigs. Joes has them. They have them in 3 and 6 oz sizes. They are literally polished metal in a really skinny diamond shape with a treble on the end...

Oh, by now doubt, Puget Sound is still alive and well. I just prefer the Charolette's...you know the fun of it!

Anywhere from 35-95' deep. It will vary. 60' is a good depth.

Yeah I know the breakwater you're taking about...fish right outside it the Edmonds Marina Breakwater. You should be able to throw a rock and hit the breakwater...the bottom drops off quick, and it gets fished out very quick so be the first one out there and first one off

If you go out of Elliot Bay and to Alki Point, just south of the point is an artificial reef that kicks out a few lings but if you head out west towards Blake Island, there is alot more rocky structure.

Allen Bank off Blake Island is another good spot, too. I forgot about that spot...

I fished for Lings off of Edmonds pier last year. People were catching lings with live bait. The placed does get fished out quickly.

we have been fishing the elliot bay ling cod fishery for awhile. we havent turn into alight bulb yet,if you go to the breakwall by the grain elevators, the rock walls run both north/south and east / west around that marina thats there..pretty easy fishery.go to alki, and catch some greenlings, then run across the bay to the east/west breakwall.jigs with black tails work good also.just stay off the off the rocks, and theres plenty of lings.
try to leave a place in better shape than when you got there
