nissan/tohatsu 3.5 hp repair.

I am looking for a good repair shop (read cheap) to get my small outboard running correctly. It fired up when I purchased it last year, but just idles poor now, and is difficult to start. I also have a 2hp that need some overhaul, that I have never had running. I would prefer shops in the eastside, bellevue/issaquah, kent, renton, etc.
I am fairly handy, so if there are some things I should try first, please let me know.

Pull the plug and check for carbon, clean if needed. Put new gas in it. Those small engines have a tendency to load up easily, especially if you are trolling a lot.

varnish in the carb...buy a kit if you can get one and a fuel filter, and heres a brainstorming idea......start stabilizeing the fuel

I stabilize my fuel already.
can I clean a carb like this small one, or would it be wiser to just install a new one? any suggestions for where to find these?

most small carbs can easily be cleaned getting it off is another story...carb cleaner compressed air and bingo. what most people fail to realize is the jets on these motors are so small you could barely pass a hair through. even the smallest drop of crap or water and no runny...were all running wfs filters right.
