Even though it isn't required for me until 2010, I sent in my application several weeks ago. I took one of the free online courses, so it cost $10 and a postage stamp.

Where did you find the free online class? That sounds cheap and easy.

Hey, if you go to the Washington State Parks web site and go to the boater safety FAQ page
http://www.parks.wa.gov/boating/boatsafefaq.asp
it will tell you all you need to know. There is a link on the right "Course Options" and it has the options available to you. Towards the bottom is a web site where you can take the course for free or you can e-mail the Dept and they will send a booklet and you can take it at home.
I do not have to get one now because I have a canoe and I will not have to get one until 2013 anyway.
But Regulators are Regulators and by then you will need a license to go on a dock!

I took the online course at BoaterExam.com. It cost $25 for the exam and $10 for the card. It was 60 questions most of which I will admit I did not know the answer too at first. A good portion of the questions were about things you would find on very large bodies of water like the Puget Sound or Great Lakes. I am sure there will be a lot of people who are surprised at what they don't know. I think that the actual classroom course would be very interesting and worth the time if you have it.
