Boat launch trailer parking enforcement

Can someone tell me who's job it is to enforce the rules at these boat launches in regards to people who park their cars WITHOUT trailers in the vehicle WITH trailer parking spots? Is the general police, or is some sort of Parks dept. (Many of these lakes/launches are at places that have some sort of little picnicy type area.

It just ticks me off to put your boat in the water, and then pull up to park and find that it's all taken by single vehicles. I know before I trailered anything I would never park like that just for fear of getting in trouble. Now no one seems to give a rip. Tell me who to call!

I'd call the cops first....Park employees are usually never available when you call them and could care less it seems when you call to make a single complaint...

I know at some places like coulon park they have people that go around writing tickets to people parked in the trailer only section.
