Yes you can, but not likely @ this time of year. The vegetation needs to grow back in the shallows a bit and as the temps come up, the fish will be more active and coming in to the shallows for food. Maybe there's some good spots around the inlets, they might produce a fish @ this time, but I'm not aware of any such spot that is accessible from shore.

This time of the year you can catch rainbows and a few cutts still fishing off the docks. Target waters that are in the 10' to 15' range, where the the weeds have died off.

There are about 3 public docks just south of downtown Kirkland...Worth a look see to break the cabin fever... After fishing, you could pop into the Wing Dome, or Kid Valley for a good burger..... The old marina on the north end of Sand Point NAS is public now. Juanita Bay has a dock, Spuds Fish and Chips.

Shoot a little air into a night crawler, fish it with a slip sinker, play with leader length, see what bites!

Also Google, "Waverly Park, Lake Washington" it is in the Kirkland area. It has some nice benches to make you comfortable, and I have caught cutts. from the boat out from the dock in that area.

Waverly is nice and very close to downtown. Juanita Beach has a huge fishing pier, I always see people fishing from it. Not too sure what they're catching because I'm out a hundred yards or so.

the water at juanita beach is ridiculously shallow. even at the end of the dock, it's not even 5 feet deep. there is still a ton of dead vegetation in the water so no matter where you cast, you're gonna get caught up in the weeds.

i haven't tried waverly recently but it wasn't very weedy even in the summer over there and it's also relatively shallow but might get depper if you cast away from shore at the very end of the dock.

log boom park is probably a bad choice because of the rains and winds. it's like fishing in mud and the water clarity / visibility has been less than 1 foot the last few times i went just to take a look.

if you have transportation, i'd try green lake or even ballinger. i tried ballinger recently and had 6 + takes fishing on the bottom with power eggs but couldn't get a hook up. watched a man and his son land a couple though. there are also cutts that are running through ballinger right now as they do every winter. they swim up through the creek that connects directly to lake washington.

I haven't checked out Log Boom in quiet awhile, so you might just want to take ELF's advice in avoiding it...
But if I was going to fish for trout off a dock, I'd either be plunkin powerbait, throwing spinners, or casting dick nites. You can get some nice Cutts and Bows out of Lake Washington, specially if you can find somewhere with a drop off/ledge

I've almost always fished it out of a boat, except growing up fishing off log boom so I'm not gunna be much help there.
I agree with Elijah though, Ballinger would be be a good option too

I launched the boat yesterday at Kenmore, more to get the cobwebs and leaves off of the boat than anything else. I did drag a worm for a bit just to be able to say I was fishing. It wasn't until Juanita Bay that I realized, oops, my fishing license is still on the kitchen table. There were a couple other boats out there. It was a beauty of a day to be on the water!
