This thing is seriously NO big deal, and you have to step away from the viewpoint of that they are infringing on your rights somehow.. This is a move that is actually out to protect the interests that your care about… this means the waterways that you fish in. It’s not ‘da man’ squashing your rights...

Don’t over think the Federal Waters thing. That would be water that is navigable via the ocean, i.e. lake Washington, Samammish, Columbia River,American lake I believe (even though it isn’t connected to salt) There are VERY few waters like this. A split shot and sliding sinker won’t be much good at 100-125’ in terms of drop shotting. I usually use 2-3 oz of lead...

60” seems awfully short.
Don’t settle for something that ‘Might work’. Just get what allows the basic coverage (AND) the allowance for different water conditions.
Having you ‘bow’ mount motor placed by your steerint console, seems like a bit odd.. just to make a 60” work.
