Not really, but it depends alot on the fish and the location. Sink tip line should almost always have the sinking part colored black, or if it is full sink the whole line will be black or dark colored so that won't make much of a difference. It's a good idea to take a fly tying class, most fly shops offer one and there usually pretty cheap. Honestly, I couldn't imagine learning how to tie from scratch. When you first learn, it can be discouraging not being able to tie perfect flies but stick with it. You'll get better

I've always worn a vest, and it's great. Carries all the stuff I need (granted, I fly fish, so a tackle box isn't really practical :D )and allows you to remain mobile on the stream and also prevents theft by other anglers.

I use Spey Blood Quills for palmering.I've always palmered marabou by pulling off one side of the marabou and discarding the pulled off marabou and wrapping the now one sided marabou quill on the hook then counter wrapping a very thin wire through it.

Yeah, as other have said, the best trout fishing on the Sno is above the falls up into the forks. I prefer the middle fork, but I'll also fish the South Fork in several spots off of I-90. I've caught some Brookies in the 12" range up there.
