What weight anchor will hold a 16' old Smokercraft with new 40 HP Jet on the Skagit River with average river flow?

Plunked behind boat all day below Gardner Launch on Skagit. Caught 2 on pink/white wicked willie and one on sand shrimp. 2 caught in 12-14' of water then saw fish rising in 4 - 6' so moved there and caught 1 more on willie. Slow but good day for fishing. Fished Skagit on 8/4/15 allllll day. Tried Jigs, wicked willy, dick nite, FST's of different colors. Not one bump.
