Pioneer Park has camping and boat launch but isn't open until the end of May. It's about 3 miles north of Newport on the east side of the river. Usually the gate is locked during winter hours, although I haven't been out that way this winter. The Lake Roosevelt Nat. Rec. Area headquarters, in Grand Coulee, number is 509-633-9441, weekdays, 8:00 to 4:00. Good luck.

Your tackle sounds a little light for pike that can easily reach 20 lbs. +, especially trying to land from the shore thru weeds.
