I wouldn't start hitting it until September. There might be fish in the system, but the numbers wouldn't be there yet. Stick to the beaches. I live on Whidbey Island and we don't really see a good push of fish until the 3rd week of August.

Fort Casey would probably be your best bet as of now. The Skagit is producing fish but its still pretty slow, at least for me.
